The black flag is one of the oldest signal flags in human history. In 18th-century maritime warfare, a black flag meant "surrender and you live; resist and we show no mercy." Pirates flew it to intimidate merchant ships into capitulating without a fight. In anarchist movements since the 1880s, beginning with Louise Michel's march in Paris on March 9, 1883, it represents opposition to all forms of state authority. In motorsport, it means immediate disqualification. In Islamic history, the Black Standard was the banner of the Abbasid Caliphate.
The emoji itself has an additional technical identity: it's the base character for all subdivision flag emoji. The Scotland flag (🏴), Wales flag (🏴), and England flag (🏴) are all built from 🏴 plus invisible tag characters. When a platform doesn't support those tag sequences, the subdivision flags fall back to displaying as a plain black flag, which is why some users see 🏴 when others see 🏴.

Origin story
The emoji 🏴 was approved in Unicode 7.0 (2014) and added to Emoji 1.0 in 2015 as a counterpart to the 🏳️ White Flag. But its most important role emerged later.
In 2017, Unicode introduced "emoji tag sequences", a mechanism for encoding subdivision flags. The system works by combining 🏴 (U+1F3F4) with invisible tag characters that spell out an ISO 3166-2 subdivision code, terminated by a cancel tag. The first three flags approved were Scotland (🏴 + gbsct), Wales (🏴 + gbwls), and England (🏴 + gbeng). This makes 🏴 the only emoji that secretly contains other emojis inside it.
The tag characters are "default ignorable", invisible by design. On platforms that support the sequences, you see 🏴 (Scotland's flag). On platforms that don't, the tags are silently dropped and you see 🏴. This fallback behavior means the black flag emoji occasionally appears in places where nobody intended to send it.
The physical black flag, of course, predates the emoji by centuries. Its documented use as a signal flag goes back to at least the 17th-century Golden Age of Piracy, and black banners appear in Islamic tradition as far back as the 8th-century Abbasid Revolution.
A text-style black flag ⚑ (U+2691) was added in Unicode 4.0 (2003). The emoji-styled 🏴 (U+1F3F4) was approved in Unicode 7.0 (2014) and added to Emoji 1.0 in 2015.
