The flag was approved by China's National People's Congress on March 31, 1993, and first flown on December 20, 1999, at the handover ceremony ending 442 years of Portuguese administration. The design was commissioned from two Chinese artists, Zhang Lei and Xiao Hong (a professor at Henan University). Macao (the preferred romanization in Portuguese and on the flag emoji) and Macau (the English-language and Cantonese romanization) refer to the same territory.

Origin story

Macao's flag story spans 442 years of Portuguese administration, a 1993 design competition, and a handover ceremony attended by Jiang Zemin and Portuguese President Jorge Sampaio.

Under Portugal (1557 to 1999). Portuguese merchants established a trading post in Macao around 1557 with the informal consent of Ming dynasty officials. The territory flew the Portuguese flag through four centuries of shifting legal status, first as a settlement, then a colony, then (from 1976) a 'Chinese territory under Portuguese administration.'


Negotiated handover. In 1987, Portugal and China signed the Sino-Portuguese Joint Declaration agreeing to a 1999 handover with 50 years of 'one country, two systems' autonomy, modeled on the Hong Kong arrangement signed three years earlier.


The flag competition. In 1993, as the handover approached, China's National People's Congress ran a design competition. The winning design, by Chinese artists Zhang Lei and Xiao Hong (a professor of arts and crafts at Henan University), was approved on March 31, 1993.


Symbolism. The lotus is Macao's official floral emblem. Its five petals curve gently around a central axis. Underneath, the stylized Governor Nobre de Carvalho Bridge (Macao's original bridge linking the peninsula and Taipa, opened 1974) floats over rippling water, a reference to Macao's identity as a port city. The five yellow stars at the top mirror China's national flag. Green symbolizes the 'peace and prosperity' of the SAR, and Macao's Portuguese heritage (green being a prominent color in the Portuguese flag).


Handover day. The flag was raised for the first time at the December 20, 1999 handover ceremony at the Handover Gifts Museum of Macao. Chinese Premier Zhu Rongji, Portuguese President Jorge Sampaio, and the last Portuguese Governor Vasco Rocha Vieira attended. The ceremony ran until just past midnight to mark the precise moment of sovereignty transfer.
