The Unicode proposal for ๐ช was submitted in 2018 by Kelly Marie Blanchat of Emojination, the grassroots organization that's helped get dozens of emojis approved. The proposal made an unexpectedly strong case: it argued that the ladder "is a powerful symbol that dates back at least 64,000 years," referencing the ladder-shaped cave painting in La Pasiega, Spain, made by Neanderthals before modern humans even arrived in Europe.
