Why approximate?

Unicode ships 24 clock face emojis, one for every full and half hour of a 12-hour dial. Each emoji covers a 30-minute window. Anything up to :14 rounds down, :15–:44 rounds to :30, and :45+ rounds up to the next hour. So at 2:47 PM, you see πŸ•’ (3:00); at 2:16 PM, you see πŸ• (2:30).

This isn’t a bug. It’s the feature. The clock emoji is for when you want to know what time feels like, not what the wall clock says. "About 6 PM in Stockholm" is enough detail for most things.
